APPROVED Minutes of the Monthly Meeting of Dittisham Parish Council in Dittisham Village Hall on Wednesday 8 January 2020 at 7:00 p.m.

Present: Cllrs Tucker (Chair), Anderson (Vice-Chair), Bond, Faulkner, Green, Lloyd, Nightingale and Quinn were present as were South Hams District Councillor McKay, A Thom (Clerk), and two members of the public.

01/20           Apologies

Apologies for absence were received from Devon County Cllr Hawkins.

Cllr Faulkner apologised to Members for his inappropriate comment made during the 4 December meeting, and said that he was sorry if his comment had caused distress to the Meeting’s participants.

02/20          Declaration of Interests

Cllr Quinn declared an interest in Item 7.3 – 3864/19/ARC Darling Cottage planning application.

03/20 Approval of the minutes of the meeting held on 4 December 2019.

It was resolved to approve the minutes of the ordinary meeting held on 4 December 2019.

It was resolved to approve the minutes of the Councillor Recruitment meeting held on 4 December 2019.

04/20          Public Issues

04/20.1  Parish Lengthsman

The Parish Council’s Lengthsman reported his concerns about the Dittisham Mill Creek road. They are concerned about sustainability going forward and recommend that DPC prepare more intense rainfall going forward. Cllr Green reported to them that anecdotally the water flow on the Bozomzeal road is better, and thanked them for their ambitious approach. A meeting will be arranged to discuss DPC’s approach going forward. It will report back to the February meeting.

04/20.1 Slippery Jubilee Steps

A Parishioner has recently slipped and fallen on these steps. DPC has received requests to install a hand rail and a warning sign. SHDC is responsible for cleaning the steps. They are maintained by DCC. DCC’s initial response is that DPC can install a railing at its expense – installation and ongoing maintenance. DPC needs to consider its liability if it arranges the installation. Cllr Faulkner reported on railings in Dartmouth in similar context and that the materials cost might be around £200 materials, but the installation cost much greater. A rail down the middle might affect access to Church Cottage.

It was resolved that the Clerk research further and cost the project.

SHDC was asked to pressure wash the steps. Cllr McKay will follow that request up.

04/20.3  Promotion of the West Dart Bus

The West Dart Bus has asked for ideas to promote the service. Cllr Nightingale will discuss with the Sustainable Dittisham Transport group. The Clerk will discuss with Ivybridge & District Community Transport Association which runs the bus.

05/20          Community Reports

05/20.1  South Hams District Council Councillor

South Hams District Council Councillor McKay reported that SHDC is going through a budget process. Its Council Tax will probably be increased by 2%. A Climate Change Action Plan has been adopted and now requires an implementation strategy. A Waste and Disposal information pack will be delivered to households in advance of a change to the service planned for later in 2020.

05/20.2  Devon County Council Councillor

Deferred in absence of County Cllr Hawkins.

06/20          St George’s Church Request for Funds

DPC has received a grant application request from St Georges Church to support the cost of grounds maintenance. This item was moved up the Agenda at the Chair’s discretion. DPC has become aware of a statute prohibiting Parish Councils providing funds to maintain Church property. A decision on this request was deferred pending more information. If it is not able to make a grant DPC will look at how other councils have dealt with this situation.

No comment will be made by DPC.

10/20          Royal Garden Party 2020

DPC will ask former Chairs Treseder and Green if they would like to be nominated to go into the draw.

11/20          Village Hall Maintenance

The grant forms received requesting grant funds for maintenance and a sinking fund, and for provision of earmarked reserves for maintenance were considered. DPC will consider reviewing its Grant Policy to allow ongoing commitment of grant funds over several years. The new approach is being considered as part of an ongoing communication strategy to build better relationships. The payment of funds in subsequent years would only be possible if proper reporting on the use of previous funds had been provided.

It was unanimously resolved to approve the two grants for a total of £5,000 towards the maintenance of the Village Hall to support the Village Hall Management Committee’s fund raising efforts, to be paid in April 2020, and that the Clerk and Cllr Lloyds would write to the VHMC.

12/20           Village Hall Building Works

The meeting discussed DPC’s legal responsibilities and role in relation to the building works project. It appears that DPC has a risk and liability as the leasee ultimately responsible to hand the hall back to the Exeter Diocese. Legal advice is pending. The use of a Risk Register to manage any risks was suggested by Cllr Lloyd. The Clerk was instructed to ask the VHMC Working Party if it has an existing Risk Register. The concern is that if work starts and the project finds or causes problems DPC could ultimately be liable for costs and fees. The Clerk was asked to look into DPC obtaining indemnity insurance for this risk.

13/20          Reports from Councillors with Specific Responsibilities / External Forums

13/20.1  Car Parks Working Group

It was resolved to approve the recommended increase in fees in both car parks from 1 April 2020 as follows: all-day rate to increase from £5 to £6, and seven day Permit to increase from £25 to £30.

It was unanimously resolved that the Clerk should proceed with VAT registration.

14/20          Playground Inspection

It was resolved to accept the quotation for independent post installation inspection of birds nest swing & concurrent annual inspection (£250).

15/20          Habitat Assessment of DPC owned land

The proposal for a project with Sustainable Dittisham to list land DPC owns or manages, and to ask Devon Wildlife Trust to assess that land and produce a management plan to improve its habitat value was supported. There is no charge. Cllr Nightingale to follow up with Devon Wildlife Trust.

16/20          Parish Lengthsman

The proposal to change the core work practices was deferred to the February meeting pending a meeting with the Lengthsman. The Clerk advise that the Lengthsman now had no remaining hours for the current financial year. It was resolved to approve an additional five hours for use between now and April on that basis.

17/20          Schedule 14 Application to DCC for registration of a new public footpath between Riverside Road and Shinners Cottages / The Level.

It was noted that DPC has now been asked to assist with the process as previously offered. The matter was discussed and it was decided that this is a matter for DCC, and DPC’s involvement is not required going forward.

18/20          Financial Matters

18/20.1  Consider approval of Financial Report.

It was resolved approve the Report which contained a total balance of £74,037.61 and unearmarked reserves of £18,677.02.

18/20.2  Payments

The following payments were approved:

  • Level Car Park Loan, Annual loan instalment, £5,000.00
  • Devon County Council, HGV signs, £938.63
  • Parish Lengthsman, Nov – Dec 2019, £120.00

A final budget was discussed and approved by resolution.

It was resolved that the combined Precept and Council Tax Support Grant would remain £12,000.

Approved Minutes 2019 December 04

APPROVED Minutes of the Monthly Meeting of Dittisham Parish Council held in Dittisham Village Hall on Wednesday 4 December 2019 at 7:00p.m.

Present: Cllrs Tucker (Chair), Anderson (Vice-Chair), Bond, Faulkner, Lloyd, Nightingale and Quinn were present, as were A Thom (Clerk) and one member of the public.

207/19       Apologies

Apologies for absence were received from Cllr Green and South Hams District Councillor McKay.

208/19       Declaration of Interests

Cllr Quinn declared a disclosable pecuniary interest in Item 14, Darling Cottage Correspondence. It was resolved to grant Cllr Quinn a dispensation to speak on this Item before leaving the meeting.

209/19       Approval of Minutes

It was resolved to approve the minutes of the meeting held on 6 November 2019.

210/19       Public Issues

210/19.1 Village Hall Management Committee

A member of the Committee discussed the dialogue between the VHMC and DPC about the VHMC obtaining funds from DPC for the maintenance of the Hall. A grant has been applied for, but they are that concerned that DPC’s Policy conditions mean that the VHMC is not able to access funds for urgent works already carried out at the end of October. They commented that the Village Hall and its Management Committee are a creation of DPC. The VHMC was set up with the lease of the Village Hall and has been operating for 40 years. They said it has always needed financial support from DPC. It is hoped that existing DPC reserve funds of £2,000 will be able to be released and will submit an application for those funds to be considered by the January meeting. The VHMC is hoping that phase 2 of the works will start in 2020. Funds gifted to date are only available for improvements, not maintenance. Rental income is likely to be reduced in 2020 because of building works. The VHMC has tried to expand the 100 Club to provide a separate income source. The VHMC is unlikely to retain many trustees if there is a shortfall in income.

Cllr Tucker explained that the intent is that the proposed annual condition report would involve a Committee Member walking around the Hall to assess its current condition – not a formal specialist dilapidation report. A specialist report might be required every five years. The VHMC representative suggested that the reporting format be agreed between VHMC and DPC over the next few months. The forthcoming VHMC fund raising events will be used to fund improvements, not maintenance. Cllr Tucker expressed concern about the approach. The VHMC representative said that planned works will reduce maintenance costs and donors are not keen to fund maintenance. The VHMC is often concerned about an obligation to raise funds and doesn’t think that is their prime purpose. They are already busy and demographics makes fund raising extremely difficult. They said one advantage of support from DPC is a wider cross section of the Parish providing funds.

Consideration of Item 13.5 was moved up by the Chair.

The request for an annual report was agreed as circulated. The conduct of a formal survey every five years was deferred for further discussion in the future. No additional grant conditions were suggested.

211/19       Community Reports

211/19.1         South Hams District Council Councillor

South Hams District Cllr McKay’s written report notes there is very little to report other than to remind Cllrs about the Planning training seminar he has organised for 9 December. Cllr McKay sent his congratulations to Alderman Tucker.

211/19.2         Devon County Council Councillor

Devon County Cllr Hawkins congratulated Cllr Tucker on being made an honorary Alderman by South Hams District Council.

HATOC met last Friday. Satnavs were discussed and similar issues to Dittisham’s with HGVs getting stuck are widespread. Cllr Hawkins has asked the relevant DCC Officer to visit in January. Extra signage has been offered as the only solution – probably a simple HGV with a black line though it. He said that formal designation of a width or length restriction would cost £2,000-£4,000. Cllrs advised that it is long vehicles which get stuck and the use of a pictorial sign was suggested.

213/19       New planning/tree applications.

213/19.1  P/2017/1133 | Outline application for residential led development of up to 373 dwellings (C3) together with the means of vehicular and pedestrian/cycle access together with the principle of a public house (A3/A4 use), primary school with nursery (D1), internal access roads and the provision of public open space (formal and informal) and strategic mitigation. The proposal includes amendments to Brixham Road, Long Road junction and Windy Corner junction. Details of access to be determined with all other matters reserved. Please note that this is an amended description of the previously advertised ‘Outline application for residential led development of up to 400 Dwellings (C3)’. No additional plans have been submitted in respect of the amended description. There is no need to repeat representations already submitted on the application as these will be taken into account. Cllr Anderson reported that the applicant lodged an appeal today.

213/19.2           3578/19/FUL Greenbank, Riverside Road, Dittisham, TQ6 0HS. Demolition of existing dwelling and erection of replacement dwelling.

Support (proposed Cllr Anderson, seconded Cllr Faulkner, carried, unanimous). Comment to include DPC’s standard comment about light pollution, and to request a construction method statement to address noise issues.

215/19       Reports from Councillors with Specific Responsibilities / External Forums

215/19.1         Ham Maintenance

It was resolved unanimously to approve expenditure for DPC’s Maintenance Contractor to: cut back vegetation to make new children playing safety signs visible, clear fallen trees in North Ham where leaning on other trees (3 hours), install a lockable post (2-3 hours), remove dead tree & prepare for planting area next to southeast corner of Ham car park (1/2 hour), remove plants & repoint Old Chapel wall (1 hour), and replace two risers and create a step on footpath 1.

It was suggested that a possible location for the new bench is near the footpath to the village boat park, in front of the footpath, close to the life buoy. An alternative location is required because of changes to tides/weather making the location on the beach near the life buoy too hazardous to place a bench there. This question will be on the 8 January Agenda.

215/19.2         Emergency Plan

It was resolved to adopt the plan as a working document to be reviewed biannually.

215/19.3         Dart Estuary Forum

The report was noted.

It was resolved to delegate the Clerk authority to decide the location of new information signs in the area of the pontoon and The Ham on the advice of the Ham Maintenance Working Group.

215/19.4         Condition of Trees next to Ham Lane

Cllr Tucker declared a personal interest and left the meeting.

Cllr Faulkner reported that he has looked at all of the trees. A second branch has fallen onto Ham Lane. He reported that in his view three trees are in bad condition and need to come down. One would cause Ham Lane a problem if it falls in that direction. It was resolved that the Clerk would write to the owner of the trees.

217/19       Dog Poo Bins

It was agreed that DPC will ask SHDC to install a new bin southwest corner of The Ham, and to move bin at northeast corner to path near DSC box, and to move LCP bin to near road on north east side of car park.

DPC will also ask SHDC to remove the broken bin located near the bus stop and the small bin in the same area, and install one standard public bin.

Installation of an EV charging point was raised as a possible project. Implementation of all current plans, proposals and requests results in a deficit budget of about £13,000. These include an extra loan repayment, grants to St George’s Church and to the Village Hall, a short path on the Ham wall edge of The Ham, new playground equipment such as a climbing wall or roundabout, a BBQ, repairing the path by the willow tree, and creation of sinking funds for removal of ash trees and replacement of playground equipment.

186/19.1         South Hams District Council Councillor

South Hams District Cllr McKay reported that current Dittisham Planning Enforcement cases have been reviewed and some cases have been closed. Cllr McKay gave the new dates being offered for a Planning training seminar for Parish Councillors. The SHDC Scrutiny Panel has a task and finish group to review the operation of the Localities team’s role.

186/19.2         Devon County Councillor

Deferred pending the arrival of Devon County Cllr Hawkins after another Parish Council meeting.

187/19    SHDC Standards & Governance Training Seminar

Cllr Quinn described the Seminar and went through its two presentations – from the Monitoring Officer, and from the Lead Specialist Communications and Media on use of Social Media. Cllr Quinn said that the seminar was well attended and well presented. She noted that regular training on the code of conduct was suggested. The meeting agreed this could take place at the Annual Meeting of the Parish Council. It was noted that this discussion also served that purpose.

Cllr Tucker said that if using social media Councillors need to make sure they are speaking as individuals and that there is no perception speaking for DPC. Cllr Faulkner commented that Councillors are elected and that most of the time they are seen by the public to be acting as a Councillor. Cllr Tucker also commented that members of the public perceive Councillors to be acting as a Councillor. Cllr Anderson commented that the Nolan Principles are a good set of rules to abide by in everyday life.

DPC noted the business uses a new access to the highway which was approved following a previous permission doubling the size of the existing dwelling together with other improvements. The business use is more intensive, accordingly there is the potential for increased risk to highway users. Details are needed concerning the removal of waste and recycling. It was noted on the Application forms that no changes to foul sewage or surface water were being proposed, so this needs to be addressed. If granted, the approval needs to be heavily conditioned solely for the use as an Eco Laundry, to prevent the area being established for wider industrial uses in a prominent rural location.

Cllr Green became aware of having a disclosable pecuniary interest and left the room.

190/19    Report from Devon County Councillor

Devon County Cllr Hawkins has discussed with Officers, the issue with an HGV getting stuck on Higher Street in October. He has been advised that the view is that the signage is adequate. He will tour the Parish with the Neighbourhood Officer when they are available. The Dartmouth Health and Well Being Centre planning application is likely to be February 2020. There will be an HWBC Open Day in December or in January next year. Cllr Hawkins and Dartmouth Town Council met with StageCoach last week about a proposals to improve the bus service to Torbay Hospital. The Ivy Lane Youth Centre is open on Fridays, Youth Genesis on Friday nights in St Clements, and Fusion Youth nights start from the end of January.

South Hams District Council has warm home fund grants for gas central heating. Cllr Hawkins is one of three Councillors for homelessness in the South Hams.

Cllr Hawkins suggested DPC send a representative Councillor to speak to HATOC on 5 December. DPC decided that the statement to be made will be agreed by the next ordinary meeting on 4 December.

191/19    Correspondence regarding the Minute of Dittisham Parish Council’s comment on Planning application 0479/19/VAR at Darling, Manor Street, Dittisham. TQ6 0EX. READVERTISEMENT (Revised plans) Application for Removal or Variation of Condition 2 (Approved Plans) following Grant of Planning permission 18/42/15/F.

The applicant read a prepared statement and requested that this matter is now minuted to record that the original minute is not correct because no such proposal ever existed. Cllr Quinn left the room.

DPC resolved to minute that Dittisham Parish Council has received correspondence from the applicant commenting that the statement in the Minutes of the meeting on 8 May 2019 ‘As it is outside the Red Line of the application, and therefore not part of the application, DPC did not comment on the proposal to change the surface of a small area of land adjacent to the roadside border of the site.’ (Minute reference 83/19.2) is not correct. DPC notes that SHDC has now removed the relevant drawing from its Planning website because it was published in error. SHDC has also removed this part of DPC’s comment from its website because the comment is in relation to a drawing that is not a part of the application.

DPC instructed the Clerk to respond to the correspondence from the applicant.

Cllr Quinn was invited to return to the meeting.

The submission of a response was referred to Sustainable Dittisham.

  • SHDC, Electronic Planning Applications – Request for feedback from DPC on how it has managed the change and what impact it has had on management of consultation responses.

Overall this has been a very positive change. Everyone at a meeting is able to view the same document. It was commented that a potential loss is the ability to compare the existing and proposed in parallel. The Clerk will cost the purchase of a projector screen which would enable the projection of a larger image to address this.

193/19    Reports from Councillors with Specific Responsibilities / External Forums

193/19.1         Ham Maintenance

It was agreed to formally add Cllr Anderson to the WG.

It was resolved to purchase two Children Playing Signs for Ham Lane (quoted cost for signs £128.40 incl VAT). It was resolved to request that the Maintenance contractor replaces the railing on either side of the North Ham creek (quoted cost £148).

193/19.2         Playground

The final proposal and quote to install a birds nest swing was accepted by unanimous resolution (quoted cost £6,744.66 excl. VAT).

It was resolved unanimously to confirm that the Playground Inspection Company will carry out the next Annual Inspection, in January 2020.

193/19.3         Ham Events

It was resolved unanimously to agree the proposed hire agreement for the Outdoor Swimming Society Dart 10K event on 5 & 6 September 2020 with the one change that prohibition on stall holders selling glass ‘bottles’ (E. 12)) be changed to glass ‘products’.

193/19.4         Village Hall Management Committee

The proposal from the VHMC that DPC pay £3,000 annually to VHMC to be used for retaining wall maintenance work, property maintenance works, and a sinking fund for dilapidations was considered. The lease agreement indemnifies DPC against outgoing including repairs. Therefore, DPC will request that the VHMC submits an application for a grant.

DPC noted that the VHMC has given notice that DPC may be asked to be a signatory to a party wall agreement and that one chartered surveyor will be acting for both parties.

193/19.5         Emergency Plan

DPC is working to develop a Parish Emergency Plan.

It is important to now create a register of local resources – such as 4*4 vehicles, wood burners, generators, spare beds etc. An Emergency page with useful links and resources will be developed for the Parish website.

166/19 Public Issues

166/19.1    Parish Council Lengthsman

Mike Pearey introduced himself. He explained that he would prefer to take a long-term, thorough approach. He encourages Parishioners to report blocked drains directly to Devon County Council on its website. Much of what he removes is good, leaf mould soil. Mike will engage with the community and introduces himself to nearby householders when he clears a drain. Mike’s details are on the website and he is happy to be contacted by residents. Litter, particularly plastic litter, is often a cause of the blocked road drainage. He is collecting litter as he works (so that it doesn’t lead to a future blockage), but suggests that the Parish take on this responsibility and save some Lengthsman cost. Cllr Anderson suggested Dittisham have a clean like the beach clean – which Sustainable Dittisham could look into. Cllr Nightingale will introduce Mike to Capton and will encourage residents to keep an eye on local drains. Mike commented that in response to the heavier rain with climate change some drains might need to be made larger. Ashprington decided not to spray for weeds last year. Kingswear is also not spraying for weeds. Cllr Hawkins explained that Kingswear uses a solution which kills the leafy top and keeps the streets tidy. A ‘walk around’ will be arranged with Cllr Hawkins and the DCC Neighbourhood Officer.

167/19 Community Reports

167/19.1    South Hams District Council Councillor

The Planning Officer for the application for a mobile Airstream caravan at Coombe Farm Studios is supportive of the proposal. Outstanding enforcement cases will be reviewed with Cllr McKay on 24 October. Feedback is requested prior to that date. SHDC is working on a Supplementary Planning Document which is expected to be approved in March 2020. It is not yet available for public consultation. Asset based community development is the idea that expertise and knowledge held by the community is an asset, and can be encouraged and developed. Environment Emergency Councils have asked if we can all work together. The Devon Climate Emergency Response Group is a new DCC initiative and will encourage this. The Clerk will follow up the date of the next Super Cluster meeting.

167/19.2    Devon County Councillor

Devon County Councillor Hawkins reported that work on the new Health and Well Being Centre in Dartmouth is ongoing. A change of use for employment land in the West Dart Development has been approved – it ensures land will be for employment but not necessarily industrial or construction use. Dartmouth Town Council and Cllr Hawkins will meet with Stagecoach about the possibility of rerouting a service to create a more direct service to Torbay Hospital. Dartmouth Town Council has renovated the Ivy Lane youth facility. The Dartmouth Leisure Centre will be reopening youth nights on Friday night starting at the end of January 2020.

172/19.1    The Use of The Ham Task & Finish Group

The work of the Group is ongoing. The Group’s view is that legal advice will not be required to complete the review. The Title includes a covenant on the use of The Ham which needs to be kept in mind when making decisions about its use. In December 2018 DPC gave in principle approval for a 2020 Outdoor Swimming Society event.

172/19.2    Ham Events

Cllr Faulkner reported on the 2019 Dart 10K event on The Ham. He reported it was a good event. He would like to see improvements in waste and recycling, and in the direction and information notices. Glass bottles were used by a vendor this year. Broken glass would be a problem on a green field site. The Ham Use group has discussed changing the booking process so that the hire fee is paid within 14 or 30 days of agreeing a booking. The meeting approved the refund of the 2019 hire deposit to the OSS. DPC will meet with the OSS in October 2019 and bring a proposed 2020 hire agreement to the November meeting of DPC.

172/19.3    Car Parks

It is not possible to change to a system of issuing paperless permits to Dittisham Sailing Club for 2020/21 because the necessary processes cannot be completed in time. Cllr Green asked if DPC can determine if there is abuse of the system by non-sailors. The Clerk is to contact SHDC to request that the permit renewal system checks the permit holder has current Council Tax documents.

172/19.4    Installation of Signs on the Pontoon

Cllr Anderson reported that the Harbour Master has been approached about this project and the reply is pending.

172/19.5    Playground

The Clerk was asked to clarify the meaning of the loose fill area on the technical specifications, and to obtain a revised quote which excludes removal of the old swing where DPC can do that work and excludes the transfer of the cradle seat swings (which DPC will do).

172/19.6    Emergency Plan

Consideration of the Emergency Plan was deferred.

 

173/19 Climate & Environment

Cllr Nightingale summarised the Report provided prior to the meeting. Sustainable Dittisham had a good first meeting and has formed active specialist groups – such as Habitat and Buildings. Sustainable Dittisham is meeting next Wednesday 9 October. A representative from Devon Wildlife Trust will be talking at that meeting. The next phase will be reaching out. Each group will develop a knowledge base of expertise. Cllrs Nightingale and Green will prepare a statement of purpose, goals, and actions for a Sustainability Working Group to be discussed by the November meeting.

174/19 Habitat Woodpile in The Level Car Park

The Parish Council is very supportive in principle of the two habitat woodpiles which were created in The Level Car Park by using wood from the ash trees which were cut down in September. It agreed to keep the woodpile at the rear right hand side of the car park. However, it considered that the woodpile located next to the ticket machine is not well located. It was agreed that this second woodpile be moved to The Ham. The new site will be agreed with the Habitat Group by councillors with Ham Maintenance responsibilities (Cllrs Anderson, Bond and Faulkner). The Habitat Group will move the woodpile.

It was resolved to approve the Report, which showed a total balance of £74,469.34 and unearmarked reserves of £17,100.12, and the bank reconciliation.

It was resolved to approve the following payments:

  • Kingsbridge Websites Various small website updates, £20.00
  • Knowle Tree Services Removal of two ash trees The Level car park, £720.00
  • External Auditor          2018/19 Audit, £360.00

The following receipts were noted:

  • SHDC  Precept second instalment, £5,918.50
  • DCC    Grant for defibrillator, £1,250.00
  • DCC    Grant for replacement bench, £263.00

179/19.3    External Auditor’s Report

The receipt of the External Auditor’s Report was acknowledged. The Parish Council instructed the Clerk to record its thanks to the Internal Auditor for their work on the Internal Audit and to write to the Internal Auditor.

179/19.4    Lloyds Bank Account

It was resolved to add Cllr Bond as a signatory to both DPC bank accounts and as an electronic authoriser.

It was resolved to obtain a debit card with a £250 withdrawal limit for the Lloyds bank account to be used to improve the speed and security of banking car park receipts.
