Approved Minutes of the Monthly Meeting of Dittisham Parish Council held using public videoconferencing on Wednesday 3 March 2021 at 7:00p.m.

Census on Sunday 21 March 2021 – Community Engagement Manager

Residents will receive a letter of invitation with a unique access code. Most people will complete the Census online. 10% of households will automatically receive a paper questionnaire. The invitation letter will provide a free phone number for requesting a paper copy of the Census questionnaire. There will be extensive help available to complete the Census – including phone, webchat, email, and text. The Census questionnaire can also be completed over the phone. A trusted family member or friend can complete it. The last day to return the Census is 4 May. There are three new questions: whether people have ever been in the armed forces, and two voluntary questions asking about gender identity and sexual orientation of people aged over 16 years. There is £1,000 fine for non-completion of the Census. The South Hams historically has a high completion rate.

Present: Cllrs Tucker (Chair), Anderson (Vice-Chair), Bond, Faulkner, Green, Lloyd, Neale, Nightingale, and Quinn were present, as were South Hams District Councillor McKay, Devon County Councillor Hawkins, and A Thom (Clerk). There were three members of the public.

39/21  Apologies

No apologies for absence were received.

40/21  Declaration of Interests

Cllr Quinn declared a personal interest in the Dartside tree application.

41/21  COVID-19 Response

No problems were raised with regard to the project to ensure that residents and visitors have access to support and information.

42/21  Approval of the minutes of the meeting held on 3 February 2021

It was resolved to approve the minutes.

43/21  To consider any issues raised by members of the public.

43/21.1     Drains around area of The Level Car Park

The owner of Pump Cottage expressed their appreciation to members of the Parish Council for their ongoing efforts to address the issue. They offered to make a sensible and appropriate contribution to the cost of a CCTV survey – noting that it isn’t known to them how much it will cost. They commented on a view expressed to the previous meeting that the water could be a natural result of increased rainfall, stating for the record they have yet to be convinced that is the situation, because they have owned the house for many years and this is a different pattern of water flow.

43/21.2     A member of the public raised several issues as follows:

Fruit fall onto Jubilee steps was reported to the last meeting. The Clerk confirmed that the steps have been cleaned by the Parish lengthsman.

February Minute 21/21.8 Vegetation/Weeds on Roads in the Village – They saw the recent road sweeper and observed that it had no effect at the edges of the road.

Snow Warden Proposal Report – Cllr Lloyd said that this report had been deferred to 7 April meeting because of COVID-19 related home schooling responsibilities.

Greenbank swimming pool planning application – They asked about its visibility from houses and from the river. Cllr Anderson confirmed that this would be addressed later on the Agenda.

Stepping Stones outside Binham Cottage – They would be concerned about the installation of stepping stones or an alternative. This item is addressed later on the Agenda.

Proposed memorial Holm Oak planting on The Ham – They said that the Holm Oak is under serious consideration for listing in Schedule 1 of the Wildlife Act because it is a non-native invasive species and nothing grows under it. It is evergreen with thick and oily leaves which take a very long time to break down. It would be blocking the view of the river. Prolific fruit will travel down the river. It is very resistant to herbicides. They requested a deciduous tree. Cllr Faulkner confirmed that he was happy to take that information into account. He will do further research and if the concerns are valid look at an alternative. This will be an Agenda item for the 7 April meeting.

Cllr Green joined the meeting during the above item.

44/21  Community Reports

44/21.1     South Hams District Council Councillor

The allocation to the Council’s climate change response of an extra £200,000 in the Budget is very welcome. There was recently a serious accident on the zebra crossing in Harbertonford. Cllr McKay has restarted discussions about getting the crossing moved. The Restart grant in the Government budget will be administered by SHDC.

44/21.2     Devon County Council Councillor

SHDC COVID Compliance Officers to support businesses and customers will be in place until the end of September. The DCC Budget has been set. The Health and Well Being Centre will hopefully start in May. South Hams Leisure Centres will reopen when they are permitted to. Recycling Centres remain open.

Cllr Tucker asked Cllr Hawkins to raise with his colleague repair needed of potholes on the road between Harbertonford and Totnes.

44/21.2 DCC’s Camera Survey of Lower Street Drains and Pipes

The Clerk said that they have received a report that DCC’s recent camera survey has led to DCC’s recommendation to remove the collapsed unconnected gully outside The Moorings, and that the outlet from the gully at the bottom of the Church Steps needs repair prior to the resurfacing works which will require a temporary road closure (information about duration pending).

48/21  Reports from Councillors with Specific Responsibilities / External Forums

48/21.1     Management of Level Car Park Drains & Pipes

A decision regarding approval of expenditure for clearance and / or CCTV was deferred to the end of the Agenda for a discussion closed to the public and press.

48/21.2     Maintenance Working Group

The matters raised in the site meeting with the Maintenance Contractor were deferred pending further consideration by the Maintenance Working Group councillors. Expenditure of up to £100 was authorised for the proposal to block the pedestrian access to the eroded footpath near Lod Cottage with wooden fencing similar to that next to the path towards the village boat park from The Ham car park.

48/21.3     Vehicles parked at junction of Manor Street and The Lane

Cllrs Anderson and Bond’s proposals were considered. They were about improving communication between the parties involved and signage (moving the existing ‘no parking’ sign to the left, installing a new A2 size sign relating to ambulance turning, and cleaning the existing ‘The Lane/No Turning’ sign). Cllrs Anderson and Bond were asked to design a sign and notes for windscreens (to be downloadable from the parish website), and to consider including that The Lane is in use by vehicles. Clerk to follow up asking DCC about scheduling enforcement visits over the summer.

48/21.4     Dog Fouling Working Group

Cllr Neale reported that there has been some response to the current consultation. Two of six proposed dog fouling notices and a proposed leaflet for holiday lets have been circulated for DPC to consider. In response to Cllr Faulkner’s question about possibly too many notices, Cllr Neale explained that the proposed locations are noticeboards, bottom of Manor Street, and junction of The Lane and footpath 14. The Clerk requested use the standard header and addition of Clerk’s contact details. It was unanimously resolved to support the publicity on that basis.

48/21.5     Proposal for a Memorial Tree on The Ham

This item was raised under Public Issues and will be on the 7 April Agenda.

49/21  Binham Cottage’ request for a change to the surface of The Ham near Binham Cottage’ gate

The meeting considered the request from the owner of Binham Cottage. It was commented that the area has become exceptionally muddy from moving household contents. There are other private residences which have accesses directly onto The Ham. It was resolved to ask the Maintenance Working Group councillors to consider this matter in more detail and report back to DPC, and in the interim to ask the owner of Binham Cottage to use their alternative access and to let them know that DPC is seeking a way forward.

Cllrs Quinn and Hawkins left the meeting at 9 p.m.

50/21  Removal of diseased and dangerous Willow Tree and a Horse Chestnut on The Ham

SHDC’s contractors were very concerned about the diseased Willow next to the galleon, which DPC has been monitoring. They recommended removal with some urgency and before it comes into leaf. Two tree surgeons have suggested pollarding the willow and allowing it to reshoot. Cllr Faulkner has suggested removing the neighbouring tree which is a horse chestnut with canker. It was resolved to accept a quote to pollard the willow and remove the horse chestnut.

51/21  DPC Representation on Sustainable South Hams

Cllr Nightingale said that Sustainable South Hams is a good opportunity to collaborate. He said that he participates for Sustainable Dittisham and offered to represent DPC, with perhaps Cllr Neal as backup. Cllr Lloyd is also available as back up. It was unanimously resolved to agree to this proposal.

52/21  Proposed DPC Support of Climate and Ecological Emergency Bill

Cllr Nightingale explained that the purpose of asking for parish council support is to add weight to the proposed Bill and to obtain parliamentary debate, a path to make deeper changes faster. DPC would be added to the website for the Bill. It was unanimously resolved to support the proposal.

53/21  Policy Regarding the Placing of Private Skips in DPC Car Parks

Cllrs Tucker and Anderson have discussed private skips in DPC car parks and noted that there is a risk to DPC. Skips need to be supervised while they are in the car park. There is a risk to cars and users of the car park. The overall benefit to the whole of parish needs to be weighed against some benefit to one household. There are alternative locations for skips. It was unanimously resolved that the policy would be that DPC does not permit skips in its car parks for those reasons.

54/21  Delegated Authority

It was resolved to approve the proposed scheme of delegated authority and that it will be under review as and when necessary (Cllr Faulkner abstained).

55/21  Lost Property Policy

It was resolved to add ‘no return of lost property unless prepaid postage’ to the current policy for lost property on The Ham of advertising lost property on Facebook and/or in Red Lion for a week and then giving the lost property to a charity shop (Cllr Faulkner abstained).

56/21  Financial Matters

56/21.1     Financial Report

It was resolved to approve the report and bank reconciliation which showed a balance of £60,300.73 and unearmarked reserves of £10,854.66.

56/21.2     Payments

It was resolved to approve the following payments:

  • Kingsbridge Websites Annual Hosting and Backups  £120.00
  • Tozer & Co Printers     2021/21 DSC paper permits   £227.83
  • Car Park Supervisor    November 2020 to March 2021            £400.00

56/21.3     Transfer of Funds from NatWest to Lloyds Bank Accounts

It was resolved to approve transfer of £45,000 by cheque.

56/21.4     Clerk’s Expenses

It was resolved approve the claim CE38 for reimbursement for £130.23.

56/21.5     Clerk’s Overtime Claim

It was unanimously resolved to approve the claim for five hours overtime.

58/21  Annual Parish Meeting Wednesday 21 April

The arrangements were discussed. The Dogs Trust and housing energy efficiency speakers have been proposed. Cllr Nightingale will send suggestions for key DPC achievements.

59/21  Next Meeting

The scheduling of the next meeting of Dittisham Parish Council for 7 April 2021 at 7:00 pm was confirmed.

60/21  Management of Level Car Park Drains & Pipes

It was resolved to close the meeting while quotes were discussed due to commercial in confidence nature of the business. A contractor was chosen to carry out a CCTV survey.

19/21    Approval of the Minutes of the Meeting held on 6 January 2021

It was resolved to approve the Minutes.

20/21    COVID-19 Response

The project to ensure that residents and visitors have access to support and information was discussed.

The draft circulated letter of thanks was approved. The proposed ‘spot the first crocus’ and lockdown photo competitions were agreed, and the purchase of small prizes supported (Chair and Clerk to formally approve purchases). Other local parishes are welcome to join an extended photo competition.

21/21    Public Issues

21/21.1 0210/21/HHO Pump Cottage Planning Application

The applicant described the proposals and the reasoning.

21/21.2 Pump Cottage Water

The owner of the property described their concern about water coming into their garden. It is an unusual amount of water which they have not seen before. They appreciate updates received from DPC about further investigations. They said that the new tarmac at the top of the drive helps keep water away and they would be very uncomfortable if anything was done to lower the existing ridge.

21/21.3 Old Chapel Burial Ground Access

A member of the public requested an update on the review of safe public access. Cllr Anderson the summarised the actions taken and agreed by DPC to support the safe access by members of the public to visit graves in the burial ground.

21/21.4 Jubilee Steps

A member of the public said that fruit has fallen and the steps need attention.

21/21.5 Car Blocking Slipway

A member of the public described a recent incident with a parked vehicle near the Ferry Boat Inn creating an obstruction and the owner couldn’t be located. Cllr Tucker said that if vehicles are obstructing the highway they should be reported to the Police.

21/21.6 Snow or Ice warden

A member of the public asked about a warden for the Parish and a gritter which can be towed behind a vehicle. Cllr Tucker said that this is an item later on the Agenda. Insurance and Chapter 8 training issues need to be considered.

21/21.7 Building Site on Riverside Road opposite Ham Lane

Cllr Faulkner raised his concern about materials, vehicles, toilet, and two full size containers one on top of the other on the pavement. Cllr Bond confirmed that this has been reported to Devon County Council which has confirmed that the necessary permission has been provided by DCC.

21/21.8 Vegetation/Weeds on Roads in the Village

Cllr Neale commented on vegetation/weeds on the roads in the village. Community working groups might be a solution. Chapter 8 certification and safety issues would need to be considered. Cllr McKay commented that the mechanical sweepers can use wire brushes.

21/21.9 Scheduling of Building Works

Cllr Lloyd asked whether when commenting on planning applications DPC looks at the overall number of projects happening in the village. Cllr Tucker said that this isn’t considered. DPC does not have the power to schedule works. DPC can request restrictions around deliveries in the village, e.g. school transport hours, in its planning comments.

22/21    Community Reports

22/21.1       South Hams District Council Councillor

In general the waste collection issue has subsided. Cllr McKay has received an email about issues in Lower Street, and asked residents to let him know if there are any problems. Work is being done on the budget and possible climate change actions. Most activities are related to COVID.

Cllr Anderson said that he responded to the SHDC Housing Strategy consultation and has been asked to be on the Working Group.

22/21.2       Devon County Council Councillor

SHDC and DCC are busy with COVID. Considerable grants are available for families and businesses. It is being looked at to relax some of the rules to see if businesses who missed out previously can receive help. There are COVID Compliance Officers (four in the South Hams) working to ensure COVID compliance. Cllr Hawkins asked to please ensure that the police are notified of people visiting their second homes. They can be fined up to £1,000. Councillor Hawkins has been out with the Neighbourhood Officer inspecting Highways. There is a 1.5 million pound increase for capital works on bridleways etc. Recycling Centres are open. Leisure Centres are closed.

  • 3669/20/HHO Gurrow Point Riverside Road Dittisham TQ6 0JH. Householder application for replacement sunroom with loggia and replacement conservatory with new extension & associated landscaping. Conditional Approval.
  • 3681/20/OPA Land East of The Cottage Capton TQ6 0JE. Outline Application with all matters reserved for erection of a single dwelling and associated works. Withdrawn.

25/21    Consultations

  • Interim Devon Carbon Plan, Devon Climate Emergency (DCE) partnership, Closes15/2/21.

The Clerk was delegated authority to respond in consultation with cllrs. A Zoom meeting will be arranged.

26/21    Management of Level Car Park Drains

This item was moved forward on the Agenda at the Chair’s discretion. The assessment of the drainage to date was reviewed. Cllr Bond reported that no dye has been detected in Pump Cottage after adding to the watercourse and to the surface water drains. The Clerk has circulated a report about DPC’s responsibility to maintain watercourse and surface water drainage on its property. It was agreed to continue work to assess and obtain a process and then take it forward.

27/21    Reports from Councillors with Specific Responsibilities / External Forums

27/21.1       Footpaths Forms and Bids

It was resolved to support the proposed report and three bids for works as circulated.

28/21    Parish Website Ditsum Players Webpage

It was resolved to support a webpage and associated costs which the Clerk said would be less than £60.

It was agreed that Communications Working Group will review the website. Cllr Bond will coordinate.

29/21    Parish Response to Snow

Suggestions for a snow warden, grit bin shovels, or other resilience measures were considered.

A Snow Warden Working Group was formed: Cllrs Green and Lloyd. Cllr Green will lead. It will get information from the DCC Neighbourhood Officer. To report to the March meeting.

It was resolved to approve expenditure of up to £150 for the Clerk to organise purchase of shovels for grit bins.

30/21    Vehicles parked at junction of Manor Street and The Lane

Cllrs Anderson and Bond will review and report to the March meeting.

31/21    Event on The Ham – Queen’s Platinum Jubilee 2-5 June 2022

The proposed community event is of the type DPC is keen to support. The Clerk advised that the application is currently an in principle approval and uses The Ham for more than four days in total, both of which are against DPC policy. The applicant is expecting to have more details in the near future. The Parish Council agreed that it would hold the days open for the applicant for three months while the applicants confirms their requirements.

32/21    Management of Toilets on The Ham

The Clerk asked whether SHDC wishes to consider evaluation of the service being provided. DPC has a contract with SHDC which gives SHDC permission to provide the toilet facilities. The Clerk was asked to write to SHDC about whether there might be a breach of the agreement.

33/21    Census Day – Sunday 21 March 2021

No additional actions were proposed to advertise the Census.

34/21    Climate and Ecological Emergency Bill

35/21    Financial Matters

35/21.1       Consider approval of the financial report.

It was resolved to approve the report which showed a total balance of £59,974.47 and unearmarked reserves of £10,843.65.

37/21    Scheduling of Annual Parish Meeting and Annual Meeting of the Parish Council

The Annual Parish Meeting was scheduled for 21 April at 7 pm. It is an opportunity to review achievements, encourage connection, and to celebrate and honour. Working Groups were asked to choose their top three to four achievements to talk about. The Clerk was asked to ask Parishioners for topics for the meeting. This will be discussed by the March meeting.

03/21     COVID-19 Response

The project to ensure that residents and visitors have access to support and information was reviewed. Two new families have moved into the Parish. Some residents have been vaccinated. It seemed to be a shared view that DPC could improve signposting and communications. It is then the responsibility of Devon County Council and South Hams District Council to do their roles.

The member of the public was asked their view and they said they were intending to raise that communications are important in the pandemic. They had two suggestions: Promote that the Parish Information Email Group is available, and anyone can ask the Clerk to be added it, including non-resident homeowners. Secondly, WhatsApp groups work in some villages – to communicate quickly on relatively mundane matters.

The Clerk was asked to set up a discussion meeting for Cllrs to review the response.

04/21     Approval of Minutes

It was resolved to approve the minutes of the meeting held on 2 December 2020.with the addition requested by Cllr Quinn that Cllr Quinn asked for DPC to review how it can be beneficial added to 226/20 COVID-19 Response.

05/21     Public Issues

05/21.1          Parish of Dittisham Charity

Johnny Moulsdale, one of the Trustees, said that there are funds available for parish projects – that the Parish Council wouldn’t do, but would benefit the Parish. Residents should contact a Trustee if they wish to discuss the process. The other Trustees are Cllrs Anderson and Nightingale. There is more information on the Charity page on the Parish website. The Charity can’t make grants to individuals.

06/21     Community Reports

06/21.1          Devon County Council Councillor

South Hams District Cllr McKay joined the meeting during this item.

Devon County Councillor Jonathan Hawkins said that the Dartmouth Community Chest can still provide free meals to Dittisham residents. The Dartmouth Foodbank is open to help. Cllr Hawkins thanked Dittisham residents for the very generous and much appreciated donations to the Foodbank. Business Grants of four to nine thousand pounds will be available from central Government, depending on the rateable value of the premises. Please email Cllr McKay and Cllr Hawkins who will do all they can to help. The first sods of grass have been removed in the construction of the Dartmouth Health and Well Being Centre. The Recycling Centres remain open. DCC is looking at changing its policies regarding 20 mph zones. A trial in Newton Abbott will finish in the summer of 2021. Hopefully new 20 mph zones will be able be applied for, as will interactive speed and pedestrians signs which have been very difficult to get. The Parish Council would need to pay the cost of three to five thousand pounds for the signs.

06/21.2          South Hams District Council Councillor

South Hams District Councillor McKay reported that he is still getting emails about waste collection, and to please let Cllr McKay know if there are Dittisham issues. There will be information next week about more business support during lockdown. Cllr McKay will circulate details when they are known. Cllr McKay is hearing concerns from people about businesses. SHDC has three COVID Compliance Officers who will go and help businesses improve their compliance. There is a full Council meeting on 17 January to agree a climate change action plan. Cllr McKay’s proposal are being considered.

  • Draft Housing Strategy 2021-2026 “Better Homes, Better Lives.”, SHDC, Closes 1/2/21.

Cllr Anderson said that he has looked at the Strategy and would support it. He thinks it has some good suggestions such as affordable housing. The meeting agreed that the Clerk would respond in consultation with Cllr Anderson.

Cllr Neale will see if it is feasible for Sustainable Dittisham to provide an executive summary for the February meeting of DPC.

10/21     Reports from Councillors with Specific Responsibilities / External Forums

10/21.1          Report on Meeting with Anthony Mangnall MP

Cllrs Anderson & Lloyd reported that the 45 minute meeting appeared to go very well. Anthony Mangnall MP is happy to meet again. He is presenting in Parliament in early February and would like to meet again before then. The climate emergency was discussed. He is actively looking for good, bold, experimental case studies which need funding. Cllr Neale might attend next time. DPC Cllrs will be asked for comments / questions a week ahead of the next meeting.

10/21.2          Old Chapel Burial Ground

The Maintenance Working Group has considered management of public access to the Burial Ground. It has been strimmed by SHDC, the strimmings and some rubbish removed by Cllrs Bond and Neale, and a habitat pile made by the Cllrs. The surface is difficult to walk on. Cllrs suggested a path be strimmed where it is safest to walk. It was also proposed to install a sign warning visitors of the remaining hazard of the uneven surface. The Clerk will reply to the owner of the Old Chapel that they are responsible for liability related to crossing their property. Cllr Faulkner raised concerns that it is a steep hill and visitors have to walk over graves. Access is permitted for purposes connected to the disused burial ground.

10/21.3          Willow Dome Project

Councillors considered the proposal to install a 3 metre diameter willow dome on the former log walk site on The Ham (£406).

It was resolved not to install the proposed dome.

10/21.4          Dog Fouling Task and Finish Group

The Group’s circulated update was noted.

10/21.5          Level Car Park Drains.

Cllr Bond reported that the drain on the bottom left hand side of the access to the car park is blocked. Cllr Faulkner said that the drain may be a soakaway, as at least one of the LCP drains is. Water has been flowing out of the ground in the garden of neighbouring Pump Cottage. It isn’t known where that water is coming from. It was suggested that this might be groundwater.

The Clerk will try to source maps of the drains and pipes in the Level Car Park. Cllr Bond proposed adding dye to the drains, as a simple low cost initial assessment. DPC agreed to follow a process of elimination. It was resolved to approve purchase and use of drain dye, Cllr Faulkner abstained.

10/21.6          Playground Signs Specifications

It was resolved that the two signs will be A2 in size and installed on metals posts. The content is to be agreed by the February meeting of DPC.

10/21.7          Footpaths

It was resolved to approve that the repair works identified in the Report be paid from DCC P3 reserve held by DPC, as recommended in the Report by DCC and the DPC Footpaths Councillors Bond and Neale. The Footpaths Councillors proposed that DPC bid for three projects (works to Capton Mill Cottage bridge, erosion at the bottom of farm track to Bozomzeal near junction with Rectory Lane, and erosion of the footpath from The Ham towards Brook House). The bids will be reviewed and agreed in the February meeting.

10/021.8        Memorial Tree and Plaque on The Ham

The planting of a Rowan on the border between The Ham Car Park and The Ham is proposed. This was agreed. Cllr Faulkner will discuss with Cllr Neale before purchasing regarding ensuring a true Rowan.

11/21     Tree Survey

It was resolved to accept the Clerk’s recommendation, which was supported by both Tree Wardens (Cllrs Green and Faulkner) with the proviso that Cllr Faulkner would want a better diagram.

13/21.5          St George’s Church and Village Hall Grant Requests

The Clerk reminded Cllrs of the NALC advice that there is a specific prohibition in the Local Government Act 1894 for works on property relating to the affairs of the Church and that a council considering making a payment to the Church, including for churchyard maintenance, needs to consider whether it is prudent to take a course of action that it cannot be certain is legally valid. The Clerk also noted that Finance Working Group Cllrs have recommended a grant because the Church is an asset to the community, is a tourist attraction, and the Church provides a burial service for the Dittisham community.

It was resolved to approve a grant of £1,000 to St Georges Church to support grounds maintenance (resolution proposed Cllr Faulkner, seconded Cllr Quinn, unanimous).

Taking into account that the Village Hall has received a £10,000 COVID-19 government grant and the difficulty in achieving a balanced budget, the Finance Working Group recommended deferral of a decision regarding the Village Hall Management Committee’s request for a £3,000 grant to September. At that time the effect of COVID-19 on the 2021 car park income will be known and the full requested grant may be possible. This approach was agreed to by the meeting.

13/21.6          Budget

It was unanimously resolved to adopt the proposed 2021/22 budget with the two £500 contingency funds retained and up to 30 lengthsman hours budgeted for.

13/21.7          Precept

It was unanimously resolved to approve a 2021/22 precept demand of £12,000.

13/21.8          Devon County Council and South Hams District Council Locality Grants

It was resolved to agreed that DCC grant applications will be made for installation of Ham Triangle protection posts and two permanent playground signs. South Hams District Council Cllr McKay has been contacted about possible grant funding in 2021/22 to support implementation of the recommendations of the Dog Fouling Consultation.

Present: Cllrs Tucker (Chair), Anderson (Vice-Chair), Bond, Faulkner, Green, Lloyd, Neale, Nightingale, and Quinn were present, as were South Hams District Councillor McKay, Devon County Councillor Hawkins, and A Thom (Clerk). There was one member of the public.

207/20 Public Issues

207/20.1 Hedges overgrowing roads and footpaths

The meeting was advised that this problem is getting worse. Residents are reminded they are responsible for cutting back vegetation which grows from private property over a public road or footpath. It was agreed that the Clerk would write to some residents, in consultation with Cllr Faulkner who will provide the locations.

208/20    Community Reports

208/20.1         South Hams District Council Councillor

Cllr McKay raised the decision making process for the current Dartside garden building planning application. Cllr Anderson explained the reason for DPC’s view on the application.

208/20.2         Devon County Council Councillor

Cllr Hawkins said that SHDC and DCC are there to support residents during the second lockdown. They have grant schemes to help the most vulnerable, which can be accessed via the internet. Recycling centres will stay open. Public bus services are not affected. The planning decision for the proposed Health and Wellbeing Centre in Dartmouth will go to the Development Management Committee in December 2020. The plan is for the Centre to open in spring 2022. Cllr Hawkins has provided the Clerk with contact details for DCC staff which help with grants and funding for EV charging points. Lower Street will hopefully be resurfaced in the not too distant future and residents’ concerns about potential for damage to properties and drainage have been addressed. Officers will be on duty and will do their best to ensure that residents’ concerns are looked after. Dartmouth Caring is providing free meals to families that need them and will deliver prescriptions to Dittisham and Cornworthy. Food parcels from the Dartmouth Food Bank will be provided for distribution and replaced as necessary. Cllr Hawkins thanked Gail Mosley and residents of Dittisham for the amazing support of the Dartmouth Food Bank. Dartmouth Community Chest is providing food from Townstal Community Hall during half-term and Christmas meals for children. The Foodbank provides store cupboard staples, and can make food parcels family sized and more child friendly if required.

Cllr Hawkins met with the South Devon and Torbay NHS Trust this afternoon. They discussed the COVID 19 response. The Nightingale Ward in Exeter has been used over the summer; for seeing patients and scans etc. It is ready to be used now, and has 116 beds and 5 wards. Two of the wards could be ICUs staffed from all local NHS trusts in Devon.

Cllr Faulkner obtained confirmation that Shute Hill will be included in the resurfacing of Lower Street.

Cllr Anderson asked how to police in less populated areas. It was unanimously resolved to respond as discussed.

214/20.1         Working Groups

Cllr Neale will become a member of the Communications, Maintenance and Footpaths Working Groups.

214/20.2         Finance Working Group

The Group’s report was discussed by Cllr Tucker and its recommendations were unanimously approved. The 2020 car park income is now reduced by about £7,000 compared with the same stage of 2019. The recommendations were that DPC needs to be prudent in its spending decisions, making necessary payments, and deferring discretionary spending, to make the annual loan repayment as scheduled, and the charging of VAT on the OSS Ham Hire invoice.

215/20    EV Charging Points

It was agreed that The Level and The Ham car parks are suitable sites for inclusion by DCC in a funding bid.

Cllr McKay commented that street lighting posts can be converted to EV charging points at a cost of £200-£300 each.

The Clerk is asked to include Cllr Hawkins and Cllr Nightingale in discussions and meetings.

216/20    Dog Fouling

The consultation responses received to date were discussed. This is an issue that affects the whole Parish. A task and finish group was created to consider the issue and responses, and to prepare an action plan. Its members are Cllrs Neale, Nightingale, and Quinn. They will aim to report back to the 2 December meeting of DPC. Residents are all thanked very much for your comments to the consultation.

217/20    Willow Dome Project

The meeting considered the approval of the proposal to install a 3m diameter willow dome on the former log walk site on The Ham (£406). The meeting agreed to the proposal to defer a decision to the January 2021 meeting, consistent with the Finance resolution on spending. The project’s proposer will be invited to talk to that meeting. The Playground Working Group will talk to the proposer to find out more about the proposal.

It was resolved to update the Policy by including the proposed clause to permit making a grant commitment over multiple years.
