Approved Minutes of the Monthly Meeting of Dittisham Parish Council held in
Dittisham Village Hall on Wednesday 2 June 2021 at 7:00 p.m.

Present: Cllrs Tucker (Chair), Anderson (Vice-Chair), Bond, Lloyd, and Quinn were present, as was Devon County Councillor Hawkins.

On Zoom: Cllr Neale, A Thom (Clerk), and one member of the public. Councillors who are not physically present are not permitted to vote.

111/21  Apologies

Apologies were received from South Hams District Councillor McKay, Cllr Nightingale, and Cllr Green gave advance notice of a conflicting appointment which might delay him.

112/21  Resignation of Cllr Faulkner

Cllr Tucker explained that after 16 years serving the Parish and its Parishioners in roles as Clerk, Councillor, Vice-Chair and Chair to the Council Cllr Faulkner has decided to stand down from the Parish Council. Cllr Tucker said that Cllr Faulkner has put a huge amount into the Parish over that time. There will be a gathering next Wednesday say thank you, weather permitting.

114/21  COVID-19 Response

No comments were made about the Parish project to ensure that residents and visitors have access to support and information.

115/21  Approval of Minutes

It was resolved to approve the minutes of the meetings held on 5 May 2021.

116/21  Public Issues

116/21.1     Recycling Collection Service Questions

A member of the public asked questions about problems with delivery of the new recycling service; including when problems will be resolved, vehicles purchased and sold, food waste, how may residences haven’t been visited (they stated that there are 61 properties beyond Thornwell which have not had a recycling collection using the new system).

In the absence of Cllr McKay, Devon County Cllr Hawkins answered in his capacity as SHDC Cllr for Dartmouth. Cllr Hawkins said that SHDC has weekly meetings with the contractor, FCC. Eight large and three small vehicles have been purchased, and they are looking at purchasing least another one small vehicle. There is a special email address for affected properties to use. Pending resolution, food waste should go in the black bins, not brown garden waste bins. The expansion of the roll out has been ceased for six to eight weeks.

117/21.1     South Hams District Council Councillor

Deferred in the absence of Cllr McKay.

117/21.2     Devon County Council Councillor

Cllr Hawkins thanked Cllr Faulkner for working with him so well, and said he will be sorely missed and a hard act to follow.
Cllr Hawkins said that DCC had a full meeting last Thursday and had to hire the Rugby Club in Exeter to hold it; at cost to taxpayer and DCC. The building of the Health and Wellbeing Centre starts this month. Weather permitting, the Park and Ride service will be using part of the unused playing fields at Norton over the summer. Cllr Hawkins commented that Lower Street looks lovely after the roadworks. The roundabout at Sainsburys should finish on Friday. There will be no traffic lights until some night-time closures for three days in June / July.

Two conditions of planning approval 0268/16/HHO are being breached by commercial and independent use of the boathouse building (the meeting was told it has been advertised on Air BnB for 18 months) and a change in floor plan to use the loft space for sleeping. DPC will ask planners to enforce the conditions and ask for a retrospective application for the use.

119/21.3     0546/21/FUL Little Coombe Cedar Huts Dittisham TQ6 0JB. READVERTISEMENT (revised plans received 17.05.21) Installation of 5 new shepherds huts, relocation of Airstream caravan and associated development.

120/21  Reports from Councillors Working Groups & Specific Responsibilities / External Forums

120/21.1     Maintenance Working Group

SHDC has responded that it does not have resources to quote and carry out works related to the surface outside Binham Cottage. The Clerk’s suggestion that DPC engage ‘handyman’ contractor to facilitate completion of projects was supported.

120/21.2     Ham Events Working Group

South West Gaffers’ written application for up to 12 in total campervans overnight in the Ham Car Park & tents on the Ham 13 – 16 August 2021 during Dittisham Regatta was considered. South West Gaffers has provided evidence of public liability insurance. The WG has prepared a plan providing spaces for up to six tents spaced 6 metres apart. The WG’s recommendation to approve South West Gaffers’ request on that basis was approved unanimously.

120/21.3     Vehicles parked at junction of Manor Street and The Lane

The Clerk was delegated authority to finalise the A5 windscreen note.

121/21  Emptying of Bins on The Ham

FCC’s schedule is to empty the dog and litter bins on Fridays and Mondays. FCC has advised that additional collections are £3.00 per collection if there is capacity to collect on another day. The meeting supported pursuing additional collections and the Clerk was also asked to check if FCC empties the bins on a bank holiday.

122/21  Lobbying Government for Remote Meeting Legislation

It was resolved unanimously to write supporting remote meeting legislation. The flexibility is considered valuable.

123/21  Fraud Protection Training offer from South West Regional Organised Crime Unit

The Clerk was asked to request training and support.

124/21  Parish Council Information Security

The recommendations in the Clerk’s Report about an incident where historical documents stored in filing cabinets in the Village Hall were left unlocked were approved: ten project hours allocated to complete records review and disposal project, allocation of four additional core Clerk hours per week for June and probably some long term increase, completion of a performance appraisal to report back to the July meeting, and as DPC’s representative on the Village Hall Management Committee Cllr Neale will work to improve communication.

125/21  DPC Green Filing Cabinets

The Clerk hopes to use the four drawer filing cabinet. If that is possible there will be an old style two drawer metal filing cabinet to dispose of. The Clerk will be responsible for disposal.

126/21  Government Protect Duty Consultation – Use of legislation to enhance the protection of publicly accessible locations from terrorist attacks and ensure organisational preparedness. Closes 2 July.

129/21  Next Meeting

The holding of the next meeting of Dittisham Parish Council on 7 July 2021 at 7:00 pm was confirmed.

130/21  Closure of the Meeting

It was resolved to close the meeting to members of the public and press to address the remaining items because of commercial in confidence nature of the business.

131/21  Insurance Cover

The Clerk was delegated authority to finalise the Parish Council’s insurance cover from 3 July in consultation with councillors. The decision is delayed while the replacement cost of the retaining walls is updated.

132/21  Level Car Park drain clearance quotes

Consideration of the quotes was deferred pending further consideration of new information.

133/21  Car Park Machine Attendant Contract

It was unanimously resolved to accept the quote of £2,000 for the Contract.

134/21  Village Hall Building Works

The Clerk was asked to write to the Chair of the Village Hall Management Committee to feedback on the good job done with the building works.

Annual Meeting of the Parish Council

Present: Cllrs Tucker (Chair), Anderson (Vice-Chair), Bond, Faulkner, Green, Lloyd, Neale, Nightingale, and Quinn were present, were South Hams District Councillor McKay, A Thom (Clerk), and one member of the public.

77/21    Election of Chairman

This item was chaired by Cllr Anderson.

It was unanimously resolved to re-elect Cllr Tucker as Chair.

78/21    Chairman’s Signature of Declaration of Acceptance of Office

Cllr Tucker will sign this after the meeting.

79/21    Apologies

Apologies were received from Devon County Cllr Hawkins. All Parish Councillors were present.

81/21    Election of Vice-Chairman

It was unanimously resolved to re-elect Cllr Anderson as Vice-Chair.

82/21    Appointments to Working Groups and Positions of Responsibility

The appointments were confirmed, with the exception that Cllr Tucker stood down from being DPC’s representative on the Village Hall Management Committee. Cllr Lloyd will consider whether to replace Cllr Tucker. Cllr Neale will be back-up or will take over as the new VHMC representative.

83/21 Asset Register, Insurance Cover, Current Contracts and Agreements, and Subscriptions

It was noted that these have been listed in separate documents (posted on www.dittshamparish.co.uk).

The Car Park Supervision contract which ends July 2021 and the extension of the Parish Lengthsman contract are items on the monthly meeting Agenda.

84/21 2021 Statement of Internal Controls

It was resolved to approve the Statement.

85/21 2021 Risk Register Review

A review was scheduled for May 2021, with Cllrs Lloyd and Anderson on the Task and Finish Group.

86/21 Annual authorisation of the Clerk’s base salary & Working from Home Allowance

It was resolved to approve the following: Re-approval that the Clerk’s base salary will be paid on the last day of each month and be authorised annually in May of each year or when the national salary award is changed. To agree to continue payment £17 per month Working from Home Allowance as DPC’s contribution to total £27 per month pro-rata with Blackawton Parish Council (rate as per Devon Association of Local Council’s notice).

Ordinary meetings of the full council will remain the first Wednesday of each month excluding August at 7 pm.

No comments were made by Cllrs. The Clerk was asked to leave this standing Agenda item for the next two meetings.

90/21    Future Meetings

The response to the end of legislation permitting virtual Parish Council meetings on 6 May was discussed.

It was resolved to approve the proposal that from the June meeting, DPC will change to face-to-face meetings held in compliance with COVID regulations with remote access via Zoom and to ensure the quorum before the meeting (resolution proposed Cllr Anderson, seconded Cllr Faulkner, unanimous). Cllr Lloyd will do the risk assessment.

92/21    Public issues

92/21.1  Traffic/Parking Issues raised in the Annual Parish Meeting

Cllr Anderson will lead a Task and Finish Group. Cllrs Neale and Green will be members, plus two Parishioners.

92/21.2  Capton StreamAction to manage water flow

DPC supported a community project described by Cllr Nightingale to take action to manage the water flow in Capton Stream.

92/21.3  Member of the Public

A member of the public asked some questions:

Weeds – Is there a program for removing vegetation from the roadside in the village?

Cllr Tucker explained that when green the vegetation is a DCC issue, and when dead SHDC’s responsibility. Last summer DPC decided not to arrange for weed spraying, so manual work would be needed to remove the vegetation. Homeowners could manage vegetation outside their residences. A working party/day might be able to assist and generate community spirit but at present Covid is a barrier.

Cllr Neale suggested enjoyment of the wildflowers and that if done to remove in the autumn.

Maintenance of Noticeboard opposite Red Lion Inn

It was confirmed that painting with wood preserver is an existing spring Maintenance Working Group action item.

2021/22 Budget

How was the budget prepared and questioning the car park income estimates.
Cllr Tucker explained that the best estimate possible was made using evidence available to the January 2021 meeting.

Cllr Neale suggested that residents be encouraged to complete the survey and the Clerk send / resend to the Information email group.

99/21    Reports from Councillors with Specific Responsibilities / External Forums

99/21.1       Maintenance Working Group

The maintenance contractor from SHDC has done a site visit to assess management of private accesses to The Ham. The CCTV survey has been done of the Level Car Park drainage. Further work is needed to assess the gulley in the driveway to Pump Cottage, and to unblock and survey pipes from the two gullies before that one. The MWG is preparing a proposal for timber post at the edge of the sight-line and DPC land at top of Ham Lane and timber posts along Riverside Road frontage of Ham Triangle to prevent parking. The installation of a replacement post to protect The Ham car park machine (£220 +VAT) was noted. This was required because a vehicle collided with and damaged previous reinforced concrete post.

99/21.2       Vehicles parked at junction of Manor Street and The Lane

A proposed A5 windscreen note was discussed. Cllr Bond is also working on a permanent playground sign.

99/21.3       Ham Events

The requests for a booking for a Parish Lunch Queen’s Platinum Jubilee Sunday 5th June 2022 and from South West Gaffers for campervans overnight in the Ham Car Park & tents on the Ham 13 – 15 August 2021 during Dittisham Regatta were deferred. Cllr Faulkner will lead on obtaining further information and a site plan for the events.

100/21  National Trust Advertisement of access via Dittisham

Cllr Anderson will discuss with the National Trust via the DHNA forum.

101/21  Financial Matters

It was resolved to approve the Report which showed a balance of £60,344.09 and unearmarked reserves of £11,836.19 (Cllr Faulkner abstained).

65/21.1       Sunday School

The new owner of the Sunday School described the request remove from the Sunday School’s Title the covenant for maintenance in The Old Chapel Burial Ground.

Cllr Nightingale joined the meeting during the above item.

65/21.2       Dustbins

A member of the public had raised as an issue dustbins being left out on the street many days before the new Wednesday collection day and suggested asking householders to reconsider the timing of putting out their waste and bins, particularly with the increase in bins which will occur when the new recycling service begins. The Clerk was asked to communicate this request in the Parish Magazine, DPC Facebook page and on the Parish website.

66/21    Community Reports

66/21.1       South Hams District Council Councillor

South Hams District Cllr McKay reported that each council Member has been provided with an extra £3,000 for green projects. Detail is still to follow on a new COVID-19 restart grant which will be administered through SHDC. Localities has been reviewed and more Officers employed over the holiday period. The existing Joint Local Plan forms a buffer to proposals from central government because the Planning Inspectorate requires compliance with the JLP, however the JLP lacks provision for infrastructure.

66/21.2       Devon County Council Councillor

Cllr Hawkins said that the last full meeting of SHDC allocated just under £600,000 to reopening and regeneration post COVID. It is allocated to the five main towns but SHDC might consider requests from smaller communities. A new grant will be available soon to help business reopen and it might be available to small sports clubs. SHDC has allocated £171,000 to help the four leisure centres reopen from 12 April.

DCC has increased spending for highway drainage and public rights of way. There is a huge concern about mental health because of COVID-19. The construction of the Health and Wellbeing Centre has been delayed and Cllr Hawkins is following up the reason. Dartmouth Town Council is looking at using some Norton fields for overflow parking in July and August. The recycling centres are busy and extended hours have been agreed.

Dartmouth has been chosen for the Devon section of the Tour of Britain on 6 September.

DPC considers that the proposal is an over intensification of use of the site and that the Tourism Need Report provides insufficient justification for the development in the countryside, because its data is insufficient, particularly in a tourism environment experiencing major short-term variations due to the COVID-19 pandemic. DPC considers that the proposed huts would have a negative effect on the character of the landscape. It can be expected to be 5-10 years until they are screened by the proposed planting. DPC will raise concerns about increased traffic associated with the proposed development of five huts. The access road is currently quite busy, being in use by immediate residences and by traffic from the East Cornworthy direction. The road is mainly single lane, its winding nature leads to reduced visibility, and it is in poor condition.

Cllr Hawkins will separately look into whether DCC will improve the surface of the road.

72/21.1       Maintenance Working Group

The WG’s report on management of private accesses to The Ham was discussed. The meeting agreed to take legal advice from NALC via the SLCC on the appropriate course of action to regularise the accesses. DPC has a responsibility for the safety of all users of The Ham. The meeting agreed to take advice from SHDC Grounds Maintenance before proceeding. DPC will also take steps to ensure that Title map boundaries to match the boundary fences. It was unanimously resolved to move forward with addressing the three aspects as above (proposed Cllr Anderson, seconded Cllr Faulkner).

72/21.2       Ham Events

Consideration of requests for a booking for a Parish Lunch Queen’s Platinum Jubilee Sunday 5th June 2022, and from South West Gaffers for campervans overnight in the Ham Car Park and tents on the Ham 13 – 16 August 2021 during Dittisham Regatta were deferred while Ham Events Working Group councillors establish further details.

72/21.3       Proposal for an English Oak Memorial Tree on The Ham

It was agreed that an English oak would be planted in the location shown on the circulated map.

72/21.5       Vehicles parked at junction of Manor Street and The Lane

Cllrs Anderson and Bond’s report on proposed sign and notes for windscreens was deferred to the May meeting.

72/21.6       Dog Fouling Working Group

The consultation recommendations were discussed. The recommendation to contact SHDC to negotiate the repair/replacement and relocation of the dog waste bin in The Level car park to Rectory lane (Manor Street end) was agreed. This location will be reviewed after one year, and in need the bin moved to other end of Rectory Lane. The proposed repair/replacement and relocation of the square litter bin by the phone box to the Higher Street turning bay was agreed in principle, to be adjusted accordingly depending on pending feedback from nearby property.

72/21.7       Footpaths

Updates were noted that the kissing gate at the bottom of Footpath 1 has been removed because it was damaged, unsafe and no longer serves any purpose, and that DCC is addressing a bridleway in the Parish affected by a van being used for accommodation.

Approved Minutes of the Monthly Meeting of Dittisham Parish Council held using public videoconferencing on Wednesday 3 March 2021 at 7:00p.m.

Census on Sunday 21 March 2021 – Community Engagement Manager

Residents will receive a letter of invitation with a unique access code. Most people will complete the Census online. 10% of households will automatically receive a paper questionnaire. The invitation letter will provide a free phone number for requesting a paper copy of the Census questionnaire. There will be extensive help available to complete the Census – including phone, webchat, email, and text. The Census questionnaire can also be completed over the phone. A trusted family member or friend can complete it. The last day to return the Census is 4 May. There are three new questions: whether people have ever been in the armed forces, and two voluntary questions asking about gender identity and sexual orientation of people aged over 16 years. There is £1,000 fine for non-completion of the Census. The South Hams historically has a high completion rate.

43/21.1     Drains around area of The Level Car Park

The owner of Pump Cottage expressed their appreciation to members of the Parish Council for their ongoing efforts to address the issue. They offered to make a sensible and appropriate contribution to the cost of a CCTV survey – noting that it isn’t known to them how much it will cost. They commented on a view expressed to the previous meeting that the water could be a natural result of increased rainfall, stating for the record they have yet to be convinced that is the situation, because they have owned the house for many years and this is a different pattern of water flow.

43/21.2     A member of the public raised several issues as follows:

Fruit fall onto Jubilee steps was reported to the last meeting. The Clerk confirmed that the steps have been cleaned by the Parish lengthsman.

February Minute 21/21.8 Vegetation/Weeds on Roads in the Village – They saw the recent road sweeper and observed that it had no effect at the edges of the road.

Snow Warden Proposal Report – Cllr Lloyd said that this report had been deferred to 7 April meeting because of COVID-19 related home schooling responsibilities.

Greenbank swimming pool planning application – They asked about its visibility from houses and from the river. Cllr Anderson confirmed that this would be addressed later on the Agenda.

Stepping Stones outside Binham Cottage – They would be concerned about the installation of stepping stones or an alternative. This item is addressed later on the Agenda.

Proposed memorial Holm Oak planting on The Ham – They said that the Holm Oak is under serious consideration for listing in Schedule 1 of the Wildlife Act because it is a non-native invasive species and nothing grows under it. It is evergreen with thick and oily leaves which take a very long time to break down. It would be blocking the view of the river. Prolific fruit will travel down the river. It is very resistant to herbicides. They requested a deciduous tree. Cllr Faulkner confirmed that he was happy to take that information into account. He will do further research and if the concerns are valid look at an alternative. This will be an Agenda item for the 7 April meeting.

Cllr Green joined the meeting during the above item.

44/21  Community Reports

44/21.1     South Hams District Council Councillor

The allocation to the Council’s climate change response of an extra £200,000 in the Budget is very welcome. There was recently a serious accident on the zebra crossing in Harbertonford. Cllr McKay has restarted discussions about getting the crossing moved. The Restart grant in the Government budget will be administered by SHDC.

44/21.2     Devon County Council Councillor

SHDC COVID Compliance Officers to support businesses and customers will be in place until the end of September. The DCC Budget has been set. The Health and Well Being Centre will hopefully start in May. South Hams Leisure Centres will reopen when they are permitted to. Recycling Centres remain open.

Cllr Tucker asked Cllr Hawkins to raise with his colleague repair needed of potholes on the road between Harbertonford and Totnes.

44/21.2 DCC’s Camera Survey of Lower Street Drains and Pipes

The Clerk said that they have received a report that DCC’s recent camera survey has led to DCC’s recommendation to remove the collapsed unconnected gully outside The Moorings, and that the outlet from the gully at the bottom of the Church Steps needs repair prior to the resurfacing works which will require a temporary road closure (information about duration pending).

48/21.1     Management of Level Car Park Drains & Pipes

A decision regarding approval of expenditure for clearance and / or CCTV was deferred to the end of the Agenda for a discussion closed to the public and press.

48/21.2     Maintenance Working Group

The matters raised in the site meeting with the Maintenance Contractor were deferred pending further consideration by the Maintenance Working Group councillors. Expenditure of up to £100 was authorised for the proposal to block the pedestrian access to the eroded footpath near Lod Cottage with wooden fencing similar to that next to the path towards the village boat park from The Ham car park.

48/21.3     Vehicles parked at junction of Manor Street and The Lane

Cllrs Anderson and Bond’s proposals were considered. They were about improving communication between the parties involved and signage (moving the existing ‘no parking’ sign to the left, installing a new A2 size sign relating to ambulance turning, and cleaning the existing ‘The Lane/No Turning’ sign). Cllrs Anderson and Bond were asked to design a sign and notes for windscreens (to be downloadable from the parish website), and to consider including that The Lane is in use by vehicles. Clerk to follow up asking DCC about scheduling enforcement visits over the summer.

48/21.4     Dog Fouling Working Group

Cllr Neale reported that there has been some response to the current consultation. Two of six proposed dog fouling notices and a proposed leaflet for holiday lets have been circulated for DPC to consider. In response to Cllr Faulkner’s question about possibly too many notices, Cllr Neale explained that the proposed locations are noticeboards, bottom of Manor Street, and junction of The Lane and footpath 14. The Clerk requested use the standard header and addition of Clerk’s contact details. It was unanimously resolved to support the publicity on that basis.

48/21.5     Proposal for a Memorial Tree on The Ham

This item was raised under Public Issues and will be on the 7 April Agenda.

49/21  Binham Cottage’ request for a change to the surface of The Ham near Binham Cottage’ gate

The meeting considered the request from the owner of Binham Cottage. It was commented that the area has become exceptionally muddy from moving household contents. There are other private residences which have accesses directly onto The Ham. It was resolved to ask the Maintenance Working Group councillors to consider this matter in more detail and report back to DPC, and in the interim to ask the owner of Binham Cottage to use their alternative access and to let them know that DPC is seeking a way forward.

Cllrs Quinn and Hawkins left the meeting at 9 p.m.

50/21  Removal of diseased and dangerous Willow Tree and a Horse Chestnut on The Ham

SHDC’s contractors were very concerned about the diseased Willow next to the galleon, which DPC has been monitoring. They recommended removal with some urgency and before it comes into leaf. Two tree surgeons have suggested pollarding the willow and allowing it to reshoot. Cllr Faulkner has suggested removing the neighbouring tree which is a horse chestnut with canker. It was resolved to accept a quote to pollard the willow and remove the horse chestnut.

51/21  DPC Representation on Sustainable South Hams

Cllr Nightingale said that Sustainable South Hams is a good opportunity to collaborate. He said that he participates for Sustainable Dittisham and offered to represent DPC, with perhaps Cllr Neal as backup. Cllr Lloyd is also available as back up. It was unanimously resolved to agree to this proposal.

52/21  Proposed DPC Support of Climate and Ecological Emergency Bill

Cllr Nightingale explained that the purpose of asking for parish council support is to add weight to the proposed Bill and to obtain parliamentary debate, a path to make deeper changes faster. DPC would be added to the website for the Bill. It was unanimously resolved to support the proposal.

53/21  Policy Regarding the Placing of Private Skips in DPC Car Parks

Cllrs Tucker and Anderson have discussed private skips in DPC car parks and noted that there is a risk to DPC. Skips need to be supervised while they are in the car park. There is a risk to cars and users of the car park. The overall benefit to the whole of parish needs to be weighed against some benefit to one household. There are alternative locations for skips. It was unanimously resolved that the policy would be that DPC does not permit skips in its car parks for those reasons.

54/21  Delegated Authority

It was resolved to approve the proposed scheme of delegated authority and that it will be under review as and when necessary (Cllr Faulkner abstained).

55/21  Lost Property Policy

It was resolved to add ‘no return of lost property unless prepaid postage’ to the current policy for lost property on The Ham of advertising lost property on Facebook and/or in Red Lion for a week and then giving the lost property to a charity shop (Cllr Faulkner abstained).

20/21    COVID-19 Response

The project to ensure that residents and visitors have access to support and information was discussed.

The draft circulated letter of thanks was approved. The proposed ‘spot the first crocus’ and lockdown photo competitions were agreed, and the purchase of small prizes supported (Chair and Clerk to formally approve purchases). Other local parishes are welcome to join an extended photo competition.

21/21    Public Issues

21/21.1 0210/21/HHO Pump Cottage Planning Application

The applicant described the proposals and the reasoning.

21/21.2 Pump Cottage Water

The owner of the property described their concern about water coming into their garden. It is an unusual amount of water which they have not seen before. They appreciate updates received from DPC about further investigations. They said that the new tarmac at the top of the drive helps keep water away and they would be very uncomfortable if anything was done to lower the existing ridge.

21/21.3 Old Chapel Burial Ground Access

A member of the public requested an update on the review of safe public access. Cllr Anderson the summarised the actions taken and agreed by DPC to support the safe access by members of the public to visit graves in the burial ground.

21/21.4 Jubilee Steps

A member of the public said that fruit has fallen and the steps need attention.

21/21.5 Car Blocking Slipway

A member of the public described a recent incident with a parked vehicle near the Ferry Boat Inn creating an obstruction and the owner couldn’t be located. Cllr Tucker said that if vehicles are obstructing the highway they should be reported to the Police.

21/21.6 Snow or Ice warden

A member of the public asked about a warden for the Parish and a gritter which can be towed behind a vehicle. Cllr Tucker said that this is an item later on the Agenda. Insurance and Chapter 8 training issues need to be considered.

21/21.7 Building Site on Riverside Road opposite Ham Lane

Cllr Faulkner raised his concern about materials, vehicles, toilet, and two full size containers one on top of the other on the pavement. Cllr Bond confirmed that this has been reported to Devon County Council which has confirmed that the necessary permission has been provided by DCC.

21/21.8 Vegetation/Weeds on Roads in the Village

Cllr Neale commented on vegetation/weeds on the roads in the village. Community working groups might be a solution. Chapter 8 certification and safety issues would need to be considered. Cllr McKay commented that the mechanical sweepers can use wire brushes.

21/21.9 Scheduling of Building Works

Cllr Lloyd asked whether when commenting on planning applications DPC looks at the overall number of projects happening in the village. Cllr Tucker said that this isn’t considered. DPC does not have the power to schedule works. DPC can request restrictions around deliveries in the village, e.g. school transport hours, in its planning comments.

22/21    Community Reports

22/21.1       South Hams District Council Councillor

In general the waste collection issue has subsided. Cllr McKay has received an email about issues in Lower Street, and asked residents to let him know if there are any problems. Work is being done on the budget and possible climate change actions. Most activities are related to COVID.

Cllr Anderson said that he responded to the SHDC Housing Strategy consultation and has been asked to be on the Working Group.

22/21.2       Devon County Council Councillor

SHDC and DCC are busy with COVID. Considerable grants are available for families and businesses. It is being looked at to relax some of the rules to see if businesses who missed out previously can receive help. There are COVID Compliance Officers (four in the South Hams) working to ensure COVID compliance. Cllr Hawkins asked to please ensure that the police are notified of people visiting their second homes. They can be fined up to £1,000. Councillor Hawkins has been out with the Neighbourhood Officer inspecting Highways. There is a 1.5 million pound increase for capital works on bridleways etc. Recycling Centres are open. Leisure Centres are closed.

The Clerk was delegated authority to respond in consultation with cllrs. A Zoom meeting will be arranged.

26/21    Management of Level Car Park Drains

This item was moved forward on the Agenda at the Chair’s discretion. The assessment of the drainage to date was reviewed. Cllr Bond reported that no dye has been detected in Pump Cottage after adding to the watercourse and to the surface water drains. The Clerk has circulated a report about DPC’s responsibility to maintain watercourse and surface water drainage on its property. It was agreed to continue work to assess and obtain a process and then take it forward.

27/21.1       Footpaths Forms and Bids

It was resolved to support the proposed report and three bids for works as circulated.

28/21    Parish Website Ditsum Players Webpage

It was resolved to support a webpage and associated costs which the Clerk said would be less than £60.

It was agreed that Communications Working Group will review the website. Cllr Bond will coordinate.

29/21    Parish Response to Snow

Suggestions for a snow warden, grit bin shovels, or other resilience measures were considered.

A Snow Warden Working Group was formed: Cllrs Green and Lloyd. Cllr Green will lead. It will get information from the DCC Neighbourhood Officer. To report to the March meeting.

It was resolved to approve expenditure of up to £150 for the Clerk to organise purchase of shovels for grit bins.

30/21    Vehicles parked at junction of Manor Street and The Lane

Cllrs Anderson and Bond will review and report to the March meeting.

31/21    Event on The Ham – Queen’s Platinum Jubilee 2-5 June 2022

The proposed community event is of the type DPC is keen to support. The Clerk advised that the application is currently an in principle approval and uses The Ham for more than four days in total, both of which are against DPC policy. The applicant is expecting to have more details in the near future. The Parish Council agreed that it would hold the days open for the applicant for three months while the applicants confirms their requirements.

32/21    Management of Toilets on The Ham

The Clerk asked whether SHDC wishes to consider evaluation of the service being provided. DPC has a contract with SHDC which gives SHDC permission to provide the toilet facilities. The Clerk was asked to write to SHDC about whether there might be a breach of the agreement.

33/21    Census Day – Sunday 21 March 2021

No additional actions were proposed to advertise the Census.

It was resolved to approve the report which showed a total balance of £59,974.47 and unearmarked reserves of £10,843.65.

37/21    Scheduling of Annual Parish Meeting and Annual Meeting of the Parish Council

The Annual Parish Meeting was scheduled for 21 April at 7 pm. It is an opportunity to review achievements, encourage connection, and to celebrate and honour. Working Groups were asked to choose their top three to four achievements to talk about. The Clerk was asked to ask Parishioners for topics for the meeting. This will be discussed by the March meeting.
