APPROVED Minutes of the Meetings of Dittisham Parish Council held in Dittisham Village Hall on Wednesday 10 May 2023 at 7:00p.m.

Present: Cllrs Nightingale (Chair), Bond (Vice-Chair), Golding, Green, Hodge, Neale, Tucker, and Unitt were present, as were A Thom (Clerk). Former Chair Councillor Anderson chaired the start of the Annual Meeting of the Parish Council and was present until the end of the AMPC, There were no members of the public present.
Annual Meeting of the Parish Council

Election of Chair
It was resolved unanimously to elect Cllr Nightingale.

Chair’s Signature of Declaration of Acceptance of Office
Cllr Nightingale signed the Declaration.

Election of Vice-Chair
It was resolved unanimously to elect Cllr Bond.

Apologies for absence
-
Apologies for absence were received from Devon County Cllr Hawkins and South Hams District Cllr McKay. Cllr Lloyd was absent.

Councillors’ Declarations of Interests in Items on the Agenda
None declared.

Receipt of Councillors’ Declarations of Acceptance of Office
Signed declarations were received from all Cllrs present. It was resolved that Cllr Lloyd’s declaration can be received before or at the next monthly meeting on 7 June.

All Cllrs present signed to document their agreement.

Exercise the General Power of Competence
It was resolved unanimously to decide that DPC meets the criteria for eligibility to Exercise the General Power of Competence.

Ordinary Meetings of the Parish Council
It was resolved unanimously to agree that the ordinary meetings of the full council will continue to take place in Dittisham Village Hall at 7:00 pm on the first Wednesday of each month except August.

Review of the Terms of Reference for Personnel Committee and Subcommittee
It was resolved unanimously to authorise the updated Terms of Reference.

Review of appointment of the Members and Chair of Personnel Committee and Subcommittee
It was resolved that the members of the Personnel Committee will be Cllrs Neale, Green, and Nightingale, and that the Chair will be Cllr Neale.

Working Groups & Positions of Responsibility
It was resolved unanimously to authorise the updated Group descriptions and an updated list of appointments.

Confirmation of DPC’s Delegations of Authority to the Clerk
It was resolved unanimously to authorise the Delegations.

DPC’s Standing Orders
The updated Standing Orders approved 5/4/23 were noted.

DPC’s Financial Regulations
The Financial Regulations approved 4/5/22 and that there are no later Model Regulations was noted.

Asset Register
The Asset Register as at 31/03/23 was confirmed.

Confirmation of arrangements for insurance cover in respect of all insurable risks
The three year agreement which ends 3/7/24 was noted.

Review of the Council’s Subscriptions to other bodies
The list of DPC’s subscriptions was noted.

Review of the Council’s Contracts
The list of DPC’s contracts was noted.

Review of the Council’s Direct Debit mandates
The list of DPC’s subscriptions was noted.

Review of the Council’s Bank Mandates
It was resolved unanimously to remove the previous Chair and to add Cllr Hodge to both bank mandates.

Approval of the list of due payments which arise on a regular basis as the result of a continuing contract, statutory duty, or obligation, and which can be authorised by the Clerk
It was resolved to authorise the list of payments as circulated.

Review of the list of the Council’s policies and procedures
The list was noted.

Approval of the 2023 Statement of Internal Controls
It was resolved unanimously to authorise the Statement.

It was resolved unanimously to authorise the Risk Register.

It was resolved to approve DPC’s request for an extra emptying of bins on The Ham (Wednesday) by SHDC from 12 July to the end of October with the cost of £3/bin for three bins, £9/week to be confirmed.

Footpaths
-
DPC Footpath Wardens’ Report on a meeting with a DCC recommended contractor on works required to public footpaths and bridleways and options to manage the slippery path between Lower Street and Dittisham Mill Creek and Jubilee Steps was discussed.
It was resolved unanimously to agree the complete list of jobs worked out by DPC Footpath Wardens and DCC Public Rights of Way Parish Paths Liaison Officer for the DCC contractor to do, and DCC’s proposal that DPC receive a £200 grant for April 2023 to March 2024, and for the contractor to invoice DPC £750 to be paid from P3 Footpaths Reserve funds and DCC will be invoiced for any remaining outstanding sums.
The Clerk was asked to price work to install a railing attached to the Jubilee Steps and path located next to the west wall.
It was agreed that the best option for management of the path between Lower Street and Dittisham Mill Creek is thorough cleaning. The Clerk was asked to request that DCC carry out this work as it is responsible for the path.

Maintenance

DPC Cllrs positive feedback on the work done by the maintenance team to the hedge on the left hand side of The Level Car Park entrance ‘funnel’ was noted.
It was resolved unanimously to agree the proposal to garden, rather than strim, the right hand side of The Level Car Park entrance ‘funnel’.

Personnel Committee

It was resolved unanimously to agree to the proposal to defer non-essential tasks to enable completion of core administration tasks.

Installation of a Defibrillator on The Ham
It was resolved with one abstention to authorise the purchase of a Zoll AED 3 Semi automatic defibrillator as quoted with a Managed Solution, Public Liability Insurance, Insurance against theft and malicious damage, and a Rotaid cabinet if the defibrillator fits it. This is the same type of defibrillator and cabinet as those on The Red Lion and The Ferry Boat Inn. The Trustees of the Parish of Dittisham Charity have agreed to offer £500 towards the defibrillator fund, the Dittisham Sailing Club remains strongly supportive has decided to contribute c£1500 or c50% of the purchase, and funds have been raised by the Village Quiz to support the project.

To consider the proposal for management of the willow on The Ham next to the playground
It was resolved unanimously to approve the proposal.

To consider the proposal to move a bench on The Ham & a request for a memorial bench.
It was agreed to address these two items as separate projects.

Temporary Compound in The Ham Car Park
The contractors have advised DPC that they are working to finish as soon as possible. The number of car parking spaces used by the compound has been reduced and will be further reduced over the Coronation weekend by the removal of the welfare unit and tool store.

Annual Tree Risk Assessment Survey
The Report and the prompt action taken by the neighbouring owner of a dangerous dead tree which required felling were noted.
